About TESDA Online Program (TOP)

The TESDA Online Program (TOP) is a web-based platform that offers free Massive Open Online Courses (MOOCs) for the technical education and skills development of Filipino workers. Through the use of information and communication technologies, TOP provides an effective and efficient way to deliver technical-vocational education and training at the learner’s own place and time.

TOP is available for blended learning through the Multi-Regional TESDA Online Program (MRTOP) offered by the TESDA Technology Institutes (TTIs). The Technical Education and Skills Development Authority (TESDA) is a government agency tasked with the management and supervision of Technical Education and Skills Development (TESD) in the Philippines. It was created based on Republic Act 7796, otherwise known as the “Technical Education and Skills Development Act of 1994”.

The Act consolidated the functions of the erstwhile National Manpower and Youth Council (NMYC), Bureau of Technical-Vocational Education of the Department of Education, Culture and Sports (BTVE-DECS) and Office of Apprenticeship of the Department of Labour. Application Process:

How to Create an Account

  1. Click on the login link on the TESDA Online Program website.
  2. After clicking on the “Login” hyperlink, you will be taken to the login page. “Is this your first time here?” column, click on the “New Account” hyperlink.
  3. Fill out the form, fields marked with an asterisk (*) are required. You cannot proceed with the registration until you provide the information. After filling out the form, click on the “Create my new account” button.
  4. After creating your account, a message will be sent to your email address. The email contains a link to activate your account, just click on the link and your account will be activated.

How to Enroll in a Course?

  1. Before you can enroll in a course, make sure you have created an account on our TOP website.
  2. Log in to the Top Website using your registered username and password to access your account securely.
  3. Once logged in, you will be taken to the TOP page. A list of available courses is displayed on this page. Click on the link for the course you wish to enroll in.
  4. Next, click on the link for the module you wish to take.
  5. On the left side of the navigation pane, under the Administration panel, click on the link “Enroll me in this course”.
  6. A message box will appear asking if you are sure you want to enroll in the module. Click on the “Yes” button to proceed.

How to use the TOP mobile app.

Before you begin, make sure you have an existing account with TOP. If you haven’t already signed up, click here.

System requirements:

A mobile device with at least 8GB of free storage and 4GB of RAM with audio

For Android:

  • Application size 17Mb
  • Requires Android 5.1 and above.

For Apple:

  • Application Size 71.5Mb
  • iOS 11.0 or later version required.

Excellent internet connectivity with at least 3 Mbps per person (individual connection); at least 75 Mbps internet dedicated to eLearning (per institution).

I. Go to your mobile app store and download the TESDA Online Program mobile application.

II Log in using your credentials.

There are 2 ways to access TOP BMA:

1. Enter credentials email and password.

(Provided by the registered teacher/account in the region)

Scan the QR code.

  • This is only available when simultaneously logged in to the browser.
  • Navigate: Dashboard / Profile / Details / Bottom right “QR Code”
  •  Click on Scan QR Code using the TOP app.

III Access Courses

  1. You will see the courses you are currently enrolled in on your dashboard.
  2. If you want to enroll in a new or different course, select “Site Home” and select your desired course.
  3. You can now browse the course on your phone using the TOP mobile app.

IV. Downloading a course for offline use

Take exams, read lessons, watch videos, and answer quizzes when offline or not connected to the internet.

  • Open the TOP mobile app and log in to your account.
  • Open the course you want to download. Ensure you are properly enrolled in the course.
  • To download the course, click on the three dots in the top right corner of your screen.
  • Click on “Show download options” to show the downloaded activities.
  • Click on the “Download” button to start downloading the module and wait until the course is fully downloaded.
  • To check if the downloaded course is complete, go to your dashboard, scroll down and you will see a “green cloud” icon in the downloaded module. This indicates that the module you downloaded has already expired.
  • Now you can access your downloaded course offline.

Definition National Certificate (NC) refers to a document issued by TESDA to individuals after they have undergone the National Competency Assessment and proven competency in all the required units of the National Competency as specified in the training regulations.

Training Duration: 264 hours or 33 days

It includes the necessary competencies of a Technical-Vocational Trainer to perform tasks in the areas of instructional provision/facilities, competency assessment, and maintenance of training resources/facilities.
